Investigation Sparks After Discovery of Abandoned Dogs

Authorities initiated the investigation on May 4, 2026, when 23 dogs were discovered abandoned at the intersection of US 1 and County Road 24 in St. Augustine. The St. Johns County Sheriff’s Office spearheaded a multi-agency effort to uncover the circumstances that led to such a large number of dogs being left along the roadside.

According to investigators, Austin Moore, 32, had taken the dogs from his mother’s residence in Palm Coast and transported them to St. Johns County. Deputies reported that 23-year-old Anthony Durham followed Moore in a separate vehicle during the journey.

Authorities suspect that both men deliberately released the dogs on the roadside, leaving them frightened and exposed to traffic and other hazards. This heartbreaking action resulted in the unfortunate deaths of three dogs before help could arrive.

The remaining dogs faced an uncertain fate as they roamed the area, confused and desperately seeking safety. Many were frightened by the unfamiliar environment and relied on rescuers to lead them to safety.

A Cooperative Rescue Effort

Emergency responders, animal control officers, and local Good Samaritans collaborated to rescue the surviving dogs. Twenty of them were successfully retrieved from the roadside and taken to local animal hospitals, where veterinary teams promptly assessed their health and began necessary medical treatments.

Authorities Take Action Against Animal Cruelty

Sheriff Rob Hardwick commended the coordinated rescue efforts that not only saved the animals but also aimed to hold the perpetrators accountable. “We will not tolerate any level of animal abuse or neglect in St. Johns County. Our dedicated work and strong law enforcement partnerships allow us to hold these suspects fully accountable. Thanks to the commitment of SJSO and FCSO teams, along with the support of good Samaritans, the dogs are now safe and receiving the care they require,” Hardwick stated.

As detectives continued to gather evidence, deputies identified the vehicle linked to the case. This breakthrough led them to a residence in Palm Coast owned by Carolyn Loveman, 48.

What they discovered there significantly broadened the investigation.

Deputies recovered an additional 51 dogs from Loveman’s property, raising the total number of rescued animals across both counties to an astonishing 74. This large-scale recovery necessitated extensive coordination among law enforcement agencies, animal welfare organizations, and veterinary staff to ensure that every dog received appropriate care and evaluation.

Officials stated that each rescued dog would receive the necessary attention while the investigation into the circumstances surrounding this case continues. Many of the animals will now have the chance to heal in a safer environment after enduring challenging conditions.

Loveman was arrested in May and faces charges including one count of felony aggravated animal cruelty and 31 counts of misdemeanor cruelty to animals.

Moore and Durham were subsequently arrested and each charged with three counts of aggravated animal cruelty and 20 counts of animal neglect.

While the investigation commenced with a heartbreaking revelation resulting in the loss of three dogs, the successful rescue of 74 animals showcases the commitment and determination of law enforcement, animal care teams, and caring community members who collaborated to protect the surviving dogs and grant them a chance at a brighter future.
