California Enacts Comprehensive New Animal Welfare Legislation

California has reaffirmed its status as a frontrunner in animal welfare by enacting four significant laws aimed at protecting pets, increasing transparency in pet sales, and enhancing protections for cats and other companion animals. Governor Gavin Newsom signed these bills into law during a press conference held in Los Angeles on October 9, 2025.

During the announcement, Newsom stressed the critical need for accountability within the pet industry. “Sunlight is the best disinfectant, and it’s time to shine a light on puppy mills,” he declared. “Greater transparency in pet purchases will expose abusive practices that prey on pets and exploit hopeful pet owners.”

Puppy mills and unscrupulous breeders have long exploited regulatory gaps, with research indicating that up to 80% of online pet advertisements may be fraudulent, misleading families into inadvertently supporting cruel breeding practices.

Key Legislative Measures

AB 506, introduced by Assemblymember Steve Bennett (D-Ventura), directly addresses these fraudulent schemes. The legislation mandates that sellers must provide detailed information about each animal’s origin and health status while nullifying contracts involving non-refundable deposits, a common tactic used to entrap buyers into acquiring sick or mistreated pets.

Another pivotal reform, AB 519, led by Assemblymember Marc Berman (D-Menlo Park), prohibits third-party brokers and online platforms from selling cats, puppies, or rabbits bred by others. This law aims to dismantle extensive puppy mill networks masquerading as small, independent breeders.

In a move to enhance oversight, SB 312, authored by Senator Thomas Umberg (D-Santa Ana), obliges dog importers to electronically submit health certificates to the California Department of Food & Agriculture (CDFA) within ten days of shipment. This requirement ensures better traceability for imported pets and strengthens oversight across state lines.

Declawing Ban and Further Protections

In addition to addressing puppy mills, AB 867, introduced by Assemblymember Alex Lee (D-Milpitas), prohibits cat declawing unless deemed medically necessary. Often mistaken for a simple nail trimming, declawing entails the amputation of the first bone of each toe, which can lead to chronic pain, infections, arthritis, and behavioral issues, sometimes resulting in abandonment. By banning this practice for cosmetic reasons, California aligns itself with other regions globally that have already enacted similar prohibitions.

Building on Past Efforts

These new legislative measures build upon California’s extensive history of animal protection initiatives. Previous laws have already ended the retail sale of cats, dogs, and rabbits, banned toxicity testing on pets, prohibited the sale of new fur products, and outlawed wild animal acts in circuses. Additionally, the state has implemented bans on bobcat hunting and trapping, expanded microchip requirements, and enhanced disaster evacuation protocols for kennels.

To bolster animal shelters, California allocated a combined $50 million over the 2020–21 and 2021–22 budgets to the UC Davis Animal Shelter Assistance Program, which provides training and resources in support of the state’s no-kill initiative.

With these newly established measures, California reinforces its commitment to animal protection and holds breeders accountable. By tackling fraudulent pet sales, prohibiting declawing, and enhancing import oversight, the state ensures that compassion is at the forefront of its legislative actions.

These reforms signify a transformative moment for animal welfare, delivering a definitive message that cruelty, neglect, and exploitation will no longer be tolerated in the Golden State.
